For Chapter Officers

In v0.62.1, the chapter-officer role is narrower than the docs previously implied. Officers can submit member-add and status-change requests, review chapter-tier big/little requests, review chapter-tier compliance submissions, manage chapter events, and act on Retain alerts. Most other "officer" actions (running elections, posting bulletins, billing writes, forum moderation) are gated to national admin or to a per-forum admin role.
